Army veteran had child sex images
An Army veteran and prominent community volunteer was caught with images of children as young as eight years old having sex with adults, a court heard.
Peter Webster’s home on Gladstone Street in Bacup was raided by police in August last year and they found the indecent images on a computer in his bedroom.
Preston Crown Court heard the images involved children between the ages of eight and 12 having sex with adults.
Former Veterans in Communities volunteer Webster, who previously served with the Army in Iraq, Cyprus and Northern Ireland, pleaded guilty to four counts of making indecent images of children and one count of possessing indecent images.
He was given a three-year community order with an 80-day sex offender treatment programme requirement and a 30-day rehabilitation activity requirement.
He was also given a sexual harm prevention order and ordered to sign the sex offenders register, both for five years.
David Clarke, prosecuting, told the court how officers executed a warrant at Webster’s home in August last year after they ‘received certain information about the access of indecent images of children from that address’.
The court heard Webster downloaded images from an incest site and a genuine naturist site over a period of seven days.
When the 47-year-old was first interviewed by police he made no comment and then in another interview he tried to ‘point the finger and blame’ at another family member.
Judge Simon Newell said an immediate prison sentence would not give Webster the help he needs and prevent the public from future risk.
Sentencing, he said: “If I passed the appropriate [prison] sentence and made it immediate then you would be in custody for a matter of weeks and there would be no opportunity for any form of rehabilitative treatment on a mandatory basis.
“That would not resolve the underlying issues that both the psychological report and probation officer feels need addressing.
“I hope you make some progress and sincerely hope I don’t see you again.”

Peter Webster, 47, of Gladstone Street, Bacup, has been warned by a judge that he could be jailed over the offences which happened over an eight day period last year.
Preston’s Sessions House heard that Webster made two Category A images, which feature the most serious examples of child sexual abuse, five Category B and two Category C indecent images of children.
The offences took place between August 13, 2016, and August 20, 2016.
He pleaded guilty two three counts of making indecent images of children and one count of possessing indecent images of children on the day he was due to stand trial.
An allegation of voyeurism involving a young girl was left to lie on file by the prosecution. That offence was said to have happened in Harrogate on August 12, 2016.
The case was adjourned until October 26 for the preparation of a medical report and a pre-sentence report.
Webster was given conditional bail, limiting his access to the internet. He must also not have any unsupervised contact with children.
Judge Simon Newell said: “Your sentence will be passed on October 26. Between now and then your solicitors will obtain a medical report on the issues I have been told about. You will also need to see a probation officer who will prepare a report on your background and offending.
“I am granting you bail but you mus not read into that that you will not be getting a custodial sentence. All sentencing options are open, both custodial and non-custodial.”
