Man tied up girl, eight, and sexually abused her for three hours

A man who sexually assaulted three young female children in the 1980s and 1990s, tying up an eight year old girl and abusing her for three hours while she begged him to stop, has been jailed for 14 years.

Devon man Eddie Budka, 53, has been sentenced to 14 years’ imprisonment at Blackfriars Crown Court.

He was also given an indefinite Sexual Harm Prevention Order and he was indefinitely excluded from working with children and vulnerable adults.

Following a 10-day trial, Budka was found guilty at the same court on Thursday, 24 August of 12 counts of indecent assault on a girl under the age of 14 and one count of actual bodily harm. He was found not guilty of two counts of indecent assault on a girl under the age of 14.

In November 2015, an allegation of non-recent sexual assault was made by a woman [Victim 1], dating back to 1982 to 1986.

Through further investigation, two other victims were identified with offences being committed against Victim 2 in 1991 to 1992 and against Victim 3 in 1996.

Victim 1 contacted the police in November 2015 as a result of Budka, of Clifton Street, Plymouth, posting a friend request on a social media site to her father.

The victim told officers that she was sexually abused by Budka in the 1980s, when she was aged three to nine years old.

The final incident happened when the victim was aged nine. Budka entered the victim’s room at night when she was asleep and sexually assaulted her.

After the sexual activity had finished, the victim’s mother went into the bedroom and found Budka in there. Budka was told to leave the room, but a short time later he returned and got into bed with the victim.

The victim’s mother returned to the room and shouted at Budka, which caused him to run out of the room and leave the address.

Some time later, the victim’s mother found out Budka was in a relationship with a woman who had a young daughter. As a result, the victim’s mother spoke to the woman and her young daughter. The daughter said Budka physically assaulted her, but made no mention of any sexual assaults.

As a result of the initial allegation against Budka in 2015, a further two victims were identified by officers from reviewing past reports, with one being Victim 2.

In 1991, Victim 2 told her grandmother that she had been physically assaulted by Budka, and as a result a social service investigation was implemented.

When Victim 2 was contacted by officers in 2016, it transpired that she had been sexually assaulted by Budka at her home address in the Stroud Green area when was aged between five and seven.

The victim had never disclosed the sexual assaults to the police, social workers or family members.

Victim 3 was contacted by police in 2016 as a result of officers identifying a report of an allegation of Budka, her mother’s boyfriend at the time, sexually assaulting her in 1996.

The victim, aged eight, was tied up and sexually assaulted for two to three hours. The victim continually begged him to stop. Budka was then disturbed by someone knocking on the door. He untied the victim and told her to go to bed.

She ran to her room and hid under her bed crying until Budka left about 10 minutes later.

When her mother returned a short time later, the victim told her what happened. A formal allegation was made and Budka was arrested and questioned, but no charges were made and the investigation was closed due to the victim’s mother not wanting her to go through the stress of a trial.

Budka left London in the late 1990s and lived in Blackpool and Lancashire before moving to Plymouth.

Budka was arrested in Plymouth on 18 February 2016 and denied all three allegations.

Following further enquiries, Budka was charged with 15 offences on 3 December 2016.
