Pervert who filmed up skirts of 700 women avoids jail by ‘skin of his teeth’

A pervert has escaped prison by the skin of his teeth for filming up the skirts of hundreds of unsuspecting women.

Obsessive Karl Palmer, aged 36, was caught with 700 images of ladies’ backsides he had secretly snapped with a mobile phone, a court heard.

Most of the women were videoed in the Co-op in his home town but he was so sneaky that he was never caught until police raided his home.

He also had 3,000 indecent pictures of children on his computers – among so many images that police gave up looking.

The included more than 300 images of youngsters being sexually abused by adults, Plymouth Crown Court heard.

Judge Paul Darlow said: “If those women ever discovered what happened, it is not hard to imagine just how soiled they would feel that you had images of their buttocks or up their skirts.”

The court heard that police found a million images on his computer and four hard drives, though not all were indecent and some were duplicates.

Nick Lewin, for the Crown Prosecution Service, said police traced downloads of indecent images of children to Palmer’s internet provider address.

He said officers raided his home and found hundreds of thousands of images.

Mr Lewin added that investigators found tens of thousands of vile search terms and access to sites known to contain indecent images of children.

He said police also found 706 videos of women’s backsides, including up skirts, which were filmed on a mobile phone in a shop and other public places.

Mr Lewin said Palmer confessed to filming many victims in his town Co-op.

Judge Darlow handed the defendant a two-year prison sentence, suspended for two years under probation supervision.

Palmer must do 240 hours unpaid work and complete an internet sex offenders course.

Palmer, of The Priory, Modbury, admitted making 317 still and moving images of children in Category A, depicting young people being sexually abused by adults, between August 2012 and May 2016.

He also pleaded guilty to making, or downloading, 593 Category B images and 2,425 Category C images, between the same dates.

Palmer admitted possession of 21 prohibited images – indecent cartoons – of children.

He finally pleaded guilty to acts outraging public decency by recording images of female buttocks between July 2015 and May last year.

Judge Ian Lawrie bailed Palmer for a probation report to be prepared.

He added: “My initial thoughts are to send you to prison because I think you are a risk, not just downloading images of children but because you go around Plymouth for ten months taking indecent images of unsuspecting women.”

The court heard that police found a million images on his computer, though not all were indecent and some were duplicates.

Janice Eagles, for the Crown Prosecution Service, said that as far as the police knew none of his victims had reported that they had been filmed.

The court heard that the images were found on his computer.

She added: “Any woman would be horrified if they found they had been filmed in this way. It is very worrying and obsessive behaviour.”

Miss Eagles said it was not clear whether any of his victims had been identified.
