Parents catch Exeter child rapist grooming their children

A convicted child rapist has been sent back to jail after he was caught grooming teenage boys who he befriended when they were swimming in the Exeter Canal.

Peter Cleaver allowed the three boys to drive his car on a road leading to the Double Locks pub and gave them treats and presents.

He took them to a pub and bought them McDonalds meals and started making sexual advances to a young teenager.

He was stopped from going further when the parents found out, confronted him at the canal, and called the police.

It was only then that they learned that Cleaver had served a 12-year sentence in 2000 for 17 offences of raping and abusing five boys in the 1980s and 1990s.

Two of his earlier victims were strangers who were attacked after being groomed in exactly the same way as he approached the three boys.

Cleaver, aged 58, of Littleway, Exeter, admitted one count of sexual activity with a child and three of meeting a child following grooming.

He was jailed for two years and four months by Judge David Evans at Exeter Crown Court, ordered to sign on the sex offenders register for life, and banned from any future contact with boys by a Sexual Harm Prevention Order.

The judge told him:”The fact that you returned to offending against under age boys 16 years after receiving a long prison sentence shows that the risk you pose persists across time.

“You invited them to drive your car, you took them fishing, took them to the pub and bought them McDonalds. There was an element of emotional manipulation.

“Your interest in them was clearly, at its base, a sexual interest. The larger picture, which these boys may not have appreciated, given their age, is that you were grooming them while disguising your sexual interest as horseplay.”

Miss Kelly Scrivener, prosecuting, said Cleaver first met the three children when he was walking his dog and they were swimming in the Exeter Canal near the Double Locks pub.

He befriended them and watched them changing, chasing one of them when they were naked after he dropped his towel.

His sexual contact included patting the boys’ bottoms over clothing and hugging them. He asked to see one of the boy’s penis.

He allowed all the boys to drive his car on the private track leading to the Double Locks pub and one worried passer-by saw one boy at the wheel and the others hanging out of the windows.

Jail for child abuser

A farm worker has been jailed for 12 years after a jury convicted him of 17 offences of sexual abuse against five boys over a 10-year period.

Peter Cleaver, 40, was told by Judge Jeremy Griggs at Exeter Crown Court that the court accepted that he was a ‘sad and lonely man,’ but he had ‘corrupted’ his victims into thinking his behaviour was natural.
